This is a good tool to learn CSS with. It's pretty user-friendly as well.

This is the blog for COM315, a course at Purdue University that works to enhance students' abilities to communicate technical information comprehensively. We work collaboratively to develop projects online and offline and enhance our skillsets.
I've generally found Mac to have superior applications in regards to web development. As a suggestion to Windows users who prefer not to use Dreamweaver, I suggest using the Firefox plugin Firebug. It's great for making edits to your css on the fly while you view a working version of web site. Plus it offers several other useful utilities when working with HTML and JavaScript.
